I'm PRO SE biological mom.
Recent Family Court Final Order revokes my rights to view my child's educational and medical records. I have now filed a Notice of Appeal to the WV supreme court.
I previously obtained some of my child's edu records and would like to obtain the rest of my child's edu. records and medical records. The partial records I have indicate my child has not been doing well at all.
1. Since I am appealing, am I legally entitled to SUBPOENAE these records for purpose of appeal?
2. Does filing a Notice of Appeal automatically put a STAY on the revocation of my rights to access this information?
3. Or would it be necessary to file a STAY OF PROCEEDINGS with WV Supreme Court to be entitled to subpoena the records?

Now have found a little info about a STAY OF EXECUTION.
1. If necessary to file a stay with supreme court in order to be able to subpoeana my child's records, would a stay of execution (requesting that my parental rights to view edu & med records not be revoked pending appeal) be more appropriate?
2. Could you discuss the differences between a stay of proceedings and stay of execution?
