Is there a way to find out if eviction proceedings have been started against someone?

This is in CA.

You could check with the local court and see if there is a record on file.  Sometimes the landlord starts the eviction process (giving the individual notice) and the individual leaves.  The landlord feels that the individual will leave and doesn't file with the court.  Other times, the landlord has to use court proceedings resulting in the individual leaving or being "locked out" of their home.

Call the court clerk in the county where the eviction is to take place, and ask if there's a case filed against the person to be evicted. This is usually referred to as a (forceable entry/unlawful detainer) action.
