X just told me that I won't be getting the girls this holiday weekend as its not my holiday and it is.
Since we have joint legal custody with reasonable parenting time, I'm screwed I guess.
Can I file kidnapping charges on him since I was supposed to get them this weekend?

I don't think this qualifies as kidnapping. You may be able to file contempt against him for not allowing the visitation.
Reasonable parenting time wording is a joke PERIOD.
If it is your court ordered time then the other paernt is in contempt, you may fjile contempt against that parent an request that time be made up, but who knows what the courts will do.

What does your latest court order state regarding this holiday? How is it worded? That can make a difference...
