child support that is owed to the State of California for arrears (bm was assigned to welfare)
1. can it be discharged in bankruptcy in California.
I was looking at : Bankruptcy Section 523(a)(5) and was unsure.

As of about a year ago, the answer was absoutely yes. I haven't confronted the issue lately, and I don't have time to research it at the moment. However, bankruptcy attorneys all give free first consultations, so give one a call and ask. Please post the answer here -- it will be a great help to all.

Well, .. I cannot seem to find anyone in my area that knows the answer to this, one lady said absolutely not but had no reasoning behind it other than because that is her opinion on it, so....
If you could please tell me how I can research it, or tell me of an attorney or bankruptcy center in your area that I can call I would be very grateful.

I researched this a little. Is this assignment to the State persuant to a parent receiving AFDC benefits?
If your answer is yes, then the debt is not discharable in bankruptcy.
