I feel my ex is spending alot of money on things that have nothing to
do with the children. She does not work, and the only income she has
is what I give her.
I do give her more than 700. Someone once told me in TX there is
an accountability for expenditures if cs is over 700.
I live in MA

I don't know MA law, so I can't tell you. However, if you can prove that the mother is "routinely" diverting child support to her personal use, then it doesn't matter what the presumptive minimum amount is, this would be evidence of the parent's acting against the child's interest and would be grounds for a new custody hearing.
Proving it without an admission by the mother in front of witnesses or on tape, is the hard part, because the court's not gonna let you discover her financial records to determine this without you having some advance independent proof.
