How long SHOULD it take after emergency temporary custody is requested?

In my case, my daughter received a wound to her head when a steak knife was thrown at her by a boy allowed into her mothers home.
She had 5 stiches to close the wound.
Her mother indicated that she obtained a restraining order, but then allowed this same boy back into her home 5 days later where he threatened to do it again. Come to find out, there was no restraining order.
Existing Court Orders say that she is to share all information (medical, school etc.), she "failed to inform me" of this and many other events.
Long story short, I petitioned for emergency custody order last August, when the Court date neared, her atty's suddenly became "unavailable" several times (stalling).
Since August of last year, the mother's home has had 33 police reports involving the children, their friends, their enemies etc.
I have still not made it to Court, but I have a Court date in September now which will happen as the Judge is now on to the atty's games.
