Title: New GP Visitation Law in IL???

Rod Blagoyavich has passed the GP Visitation Law in Illinois and it will take effect in January of 2004.  

Does this new law trump the Federal Supreme Courts Decision which made GP visitation laws unconstitutional?

I don't know what the law says, so I can't comment. If you post it, I will review for you.
