Is it legal for anyone to call an employer and ask questions about a previous employee? (Pretending to call for a verification of employment?)
I know, odd question however, there is a reason behind my question.

Depends on the questions and answers and the use to which either might be put. It's legal, unless the purpose of the call is an element of some other criminal act (e.g., identity theft), or it causes the employee or employee some tortious injury (e.g., defamation, interference with contract).
