Child Support Issue in Montgomery County, PA.

Hello.  I would like some advice about what I could possibly do in the following situation:

Father pays ex-gf $500 a month for one 10 y.o. boy.  He sees his son every other weekend and has joint legal custody.  Father was laid off his construction job earlier this year and collects unemployment, declared chapter 7, and went back to school to learn a trade and will graduate in Nov.  He has a small biz he started last year to help supplement his income.  Mother receives 55% of his unemployment and he is about a month in arrears, but always makes payment to CS.  He took mother to court to request a reduction in CS; first meeting with court clerk seemed to go in his favor, second meeting with the Master went in her favor.  Master stated that he had the ability to work full time but chose to go to school instead and should therefore have his request for a reduction dismissed.  He will appeal to go in front of a judge but is not hopeful that it'll go in his favor.  Anyone have any advice as to what he could try?  Has anyone here dealt with this particular court?  Thanks in advance.
