He can't even file until after residency has been established.  And once he files, notice will be sent to the other parent.  And she can come and pick the child up.  Better to wait.

I didn't read all the responses but my question is:

Is the signature notorized?

If it is, then I think this piece of paper is more valuable.

Can you read her signature?

Where I'm getting at is that she might say "I never signed that." and claim you did it.

And I believe FL will retain jurisdiction since she moved back there and didn't leave for 6 months.

And yep, I'd file after waiting 6 months of having the child primarily.
