There's no specific number. Contempt is contempt. The trick is not how many but whether you can prove willful and conscious disregard of a valid, enforceable court order beyond all reasonable doubt, knowing that the other party cannot be compelled to testify.

Court order states that parents are to alternate holidays.

Mom has taken them all in past year.

Four since order was completed.

The last one was sunday, youngest child's 1st b-day.  Dad was to have her 9-4, so that both parent's could celebrate with her.  Mom did not show and in fact told him day before that she would not be.

There are many regular visitations that she has not produced the children for either.

Order was finalized this spring, don't want to jump the gun, but don't want to sit back and keep letting her do this if it will hurt too.

File for contempt if you can prove that you attempted to exercise custody and were denied. Most people cannot prove their case beyond reasonble doubt, because they fail to collect enough objective evidence.
