You may be able to petition the court for an evaluation of your daughter. If her hearing impairment is affecting her grades, a judge may be able to intervene and order that she attend an appropriate class.

No, the court generally doesn't care if the mother has 1 boyfriend or 100 boyfriends, and they don't care if her behavior harms your son, either. You need to be there for your son if at all possible, but distance may make that virtually impossible.

It depends in part on if a separation agreement is in effect. If so, there may be provisions in it that cover moving the child's residence. If not, it may be technically legal for her to do so. Most judges do not look kindly on this sort of behavior.
