Does joint legal custody include child care decisions?

DH and his ex have joint legal custody of their child.  She has changed the childcare recently from a relative to a stranger.  DH wants the childcare changed back to the relative, but is willing to compromise and the ex is not willing to compromise.  She claims because they don't have right of first refusal he doesn't have a say in the matter.  He claims that it is a major decision so he does have a say.  The CO doesn't say anything specifically about childcare just the general education, medical, religion, and welfare of the child should be jointly decided.  

1.  Is child care considered a major decision under joint legal custody?

well you would think the welfare of the child would be who cares for the kids what if they were freaks, has this new daycare person had a state background check are they licensed have they taken cpr classes etc.

My dh has joint legal but she rarely lets him help choose the daycare, but at least they are licensed.

I would say NOPE.

If DH needs to arrange child care during his time, EX has no say either.

As a CP, I never asked my EX if my child care provider was O.K.  

As an NCP, I had no say when my son was with a day care provider that I didn't approve of.

UNLESS there is something that you can prove (like criminal history etc.), I believe Dad has no input.
