what does auto flag (waiting) mean?

and is 37.5cents per mi. too much?  i looked at the irs stuff which is where I got this number?

My friend who has it says it means that none of the flags have been set yet or that it's waiting for you to save the page. (I got it for him a subscription as a present.)

I know it varies a bit from year to year. The http://www.irs.gov site should have the current mileage allowance numbers somewhere on their site.
