Teens excluded from Parenting Plan guidelines?

I'm new here - and have a question.

Recently, BM proposed that SD (16) be able to go back and forth at her liking; essentially be void of the parenting plan - while SS (14) still to follow Parenting plan.

Do any of you have experience (good and/or bad) with this?

Here are our thoughts:
Good:
SD can come over when she likes

Bad:
She has expressed being made to feel guilty when she asks to come here
Discipline/rules in each home - she could likely go wherever things are lax
Parents could potentially end up in a 'tug of war', giving her as cushy as a life as possible to keep her at their home
Could this excuse her from family events - she could choose to go pout at OP's home if she doesnt want to go camping, etc.  In marriages, this would not be allowed.


Any we're missing - we would like to do the right thing here.
