Information Gathering about Communication/Obligation

If you know, please give me a sense of what % of ex-spouses who have legal physical guardian ship, do not let the other parent, who only has joint custody, any information about their said child attending college. For example: The legal physical guardian nevers informs the other parent that their child is attending college or asks for input anything as well as no financial obligation.

Again I am trying to get a feel of what % of circumstances that this may occur?
