I need to file documents in Spokane, Washington and I am in Oregon.  The way things are going, I will be doing it very regular.

The mail option hasn't been working very well so I'm looking for options.

Are there any services that I could fax my responses to and they will file them with the Clerk

Larger cities have "attorney services" that will do filings and court file examinations (check yellow pages). Such services are not cheap, however. Some court clerks will accept electronic filings (fax). I don't know about Spokane.

What exactly is the problem with U.S. Mail?

I need to make sure I am serving my responses to my wife's attorney right.

I have been mailing two copies of my responses and motions to the Clerk. One set includes a SASE. My responses include a Certificate of Mailing and a Certificate of a True Copy.

At the same time I mail the packet to the Clerk I also mail a complete set to my wife's attorney.

About 4 days later I get the stamped copy back from the Clerk.

Am I doing this right or do I need to mail a copy of the stamped copy to my wife's attorney?

For an ordinary response or motion (not an OSC), serve, by U.S. Mail, the other party with a copy and the file the original, including the certificate of service, with the court.

So, it seems that you are doing it right. No promises, however, because I haven't studied WA civil process.
