Bush's Civil Rights Record Is Criticized, Silently

October 10, 2004
By THE ASSOCIATED PRESS

WASHINGTON, Oct. 9 (AP) - The United States Commission
on
Civil Rights voted on Friday to wait until after next
month's election to discuss a report critical of the
Bush
administration's civil rights record. Republican
members
had objected to the report's timing.

The report remains posted on the commission's Web site

(http://www.usccr.gov/), despite objections from
Republican
commissioners.

The report says Mr. Bush "has neither exhibited
leadership
on pressing civil rights issues, nor taken actions
that
matched his words" on the subject. It finds fault with
Mr.
Bush's funding requests for civil rights enforcement;
his
positions on voting rights, educational opportunity
and
affirmative action; and his actions against hate
crimes.

The report said, however, that Mr. Bush is committed
to
help people with disabilities and praised him for "a
commendably diverse cabinet and moderately diverse
judiciary."

A White House spokesman, Ken Lisaius, said, "President
Bush
is fully committed to making a real difference in the
lives
of all Americans, and his record reflects that goal."

The commission chairwoman, Mary Frances Berry, who
lists
her political affiliation as independent, said that
the
report's timing had nothing to do with the election, a
view
disputed by a Republican commissioner, Jennifer C.
Braceras.

Rights,

U.S. COMMISSION ON CIVIL RIGHTS ASSAILS BUSH
ADMINISTRATION
RECORD ON CIVIL RIGHTS

Washington, DC - In an assessment of the civil rights
record of the Bush administration, the U.S. Commission
on
Civil Rights released a draft report that concludes
the
administration has failed to exhibit leadership or
define a
clear focus, relegating civil rights to a low
priority.

The report, Redefining Rights in America-The Civil
Rights
Record of the George W. Bush Administration,
2001-2004,
analyzes scores of policy reports, scholarly papers,
briefs
and executive orders to chart the administration's
responses to a broad spectrum of civil rights issues.
Similar criteria have guided evaluations of previous
administrations, including the civil rights review on
former President Clinton released in 2000.

Some highlights of the report include:

* Voting Rights: The Bush administration did not
provide
leadership to ensure timely passage and swift
implementation of the Help America Vote Act (HAVA) of
2002.
As a result, Congress did not appropriate funds for
election reform until almost two years into the
administration.

* Equal Educational Opportunity: The No Child Left
Behind
Act (NCLB) does not sufficiently address unequal
education,
a major barrier to closing the achievement gap between

minority and white students.

* Affirmative Action: Instead of promoting affirmative

action in federal contracting and education, the
administration promotes "race neutral alternatives,"
in
many instances not applicable and in others not overly

effective at maintaining diversity.

* Environmental Justice: EPA has taken few actions to
ensure disparate impact of minority communities to
environmental contamination.

* Racial Profiling: The administration responded to
the
September 11, 2001, terrorist attacks by instituting
regulations that facilitate profiling rather than
prevent
it. Immigrants and visitors from Arab and Middle
Eastern
countries were subjected to increased scrutiny,
including
interviews, registration, and in some cases removal.

Rights in

Bush
Administration, 2001-2004, visit //www.usccr.gov.

"Children learn what they live"

Ya know,, until I see a group that wants to come discuss MY civil rights? I frankly think they can all go piss up a rope.

MY tax dollars have been squandered on every group,,, but mine.

MYSONSDAD

I went thru it briefly and could not find mention of NCP's.

I agree. Thought it was an interesting read...

PD, I know you are the Custodial, but look what it took to get you there. Parents should not have to jump threw ropes for their Rights.

Are people being prevented from registering to vote?  Oh dear, this administration promotes "racially neutral alternatives" when hiring people.  Huh?

Oh God, where did you find this?  Racial profiling?  Besides the threat of a grandmother with knitting needles (she might knit an Afghan!), they're too darn pc to really do a good job.  Let's see, something is raiding my henhouse.  I see fox tracks.  The fox however is protected from being caught, so the lazy old cat across the street is blamed.  We can't go around offending people, now can we????  CA is banning 50 caliber weapons, not that I need something like that, but buy guns while you can.  Don't ignore your new neighbors whose womenfolk wear black draperies, and stare out of little screened peepholes....when they're allowed outside at all.  Enviromental justice?  Well folks have had to sleep 15 to an apartment to make ends meet.  The guys go and pee in the alley.  Perhaps they should stop the practice, put lids on their trashcans to discourage rats, and demand that the landlord spray for roaches regularly.  It's not the federal government's job to police slums and ghettos.  Try local law enforcement and city government officials.

All my pet peeves are listed in the report: The EPA, No Child Left Behind-aka all children will fit into the square hole, Affirmitive Action, and Diversity!

I wonder if this has been posted on free republic?

Peanutsdad

Yes, and I still identify strongly with NCP's.

Lets face it, a CP dad is a tenuous position,, while a CP mom is damn near unassailable.

With all factors being equal between mom and dad, dad will lose 90% of the time.

So, until I see any of the nimrod politicians address such blaringly obvious discrimination, I have absolutely nothing for any of em.

I had to fight off flimsy accusations that had no basis in fact, with no evidense presented in court,, YET, they were given weight in court BY the court,, and watched as 100's of pages of documented legal and mental health isues on my ex were minimalized by that selfsame court. WTF???

You and I know,, if I had a police record documenting SEVEN arrests for DV, and a hospital record documenting THREE suicide attempts with BPD issues,,, I would NEVER have gotten off of supervised visitation.
