which cleve area county is best?

i filed to establish paternity on 6-2-03. it is now 12-5-03 and there is still neither a visitation nor a child support order. out of medina, lorain, lake and summit counties, do any stand out as being particularly fair?

I used to live in Lorain County and got my divorce there.  I'd highly recommend Spike, Meckler and Brill as being expensive, but excellent.  I was on the other side of the table from them once...that's how I picked them.  Don't know about the speed, but would assume that the smaller counties would be faster.
