Brother's wife not abiding by separation agreement

Hi...I'm new here so please bear with me.  My brother and his wife separated in Nov. and filed the separation agreement themselves. They have one minor child. In the agreement, there is a stipulation that each parent is to know the physical address of the other parent so that they know where their child is whenever he is the care of either parent. His wife has moved and refuses to tell him where she is. Does her refusal to inform my brother of her new address mean she is in violation of this agreement? If so, what can my brother do?

This looks like a very bad beginning.  If she is already denying him the child now it will probably get worse over time.  Your brother should get a junk yard laywer right away. He should file for custody right away.
