....does anyone know of a ruling / law that would allow emancipation to a minor under the age of 16, the child is 12, and home life is getting to the point where he has become very depressed, he has no friends, and other relatives are not allowed access to him....no counseling is allowed, and he is isolated, and goes home to an empty house after school...his grades are suffering, and there seems to be nothing that can be done.

I don't think there's a state in this country who would allow a child under the age of 16 to be emancipated.  Emancipation means they are capable of living on their own, with no dependency on anyone else for their basic needs.  There's no way a 12 y.o. could do that, not with the child labor laws.

I think what needs to be done here is either to talk to his teachers or school admin. about the situation (if they think he might be abused or neglected, they are mandated to report it), or have a welfare check done periodically by the nearest LEA, preferably a sheriff's office.

Have you attempted a modification and asking for court-ordered counseling of the child?
Handle every stressful situation like a dog........if you can't play with it or eat it, pee on it and walk away.......
