Can't find divorce papers

Need to get a copy of divorce papers from WI, to obtain marriage license. County (Portage) of divorce is too far to drive. Divorce was 10 years ago.

1. How do we obtain a copy of the divorce judgement by mail or internet?

I'm not Soc (obviously!) but all you have to do is call the Clerk's office, tell them you need a copy of your divorce papers and they will tell you how much you'll have to pay for the copies and the address to send payment. They may or may not request you include a SASE.
