I was recently reading how law makers slip stuff into the laws (like a recent mandatory Federal ID card into a budget package) and things get passed that were never intended to be passed except it was hidden in a 600 page outline.

What would be the down side/illegal side/unethical side of lobbying a committee member to hide a federal joint fit parenting mandate in the next budget packet?

LOL! It's not illegal nor unethical. However, the down side is that you will be wasting your time. There is no political mandate in favor of such a law, and attempting to coerce one down the throats of the several States would be unbelievably difficult to achieve. Also, it cannot be forced upon the States without their consent, because the States have dominion over the domestic affairs laws of their citizens.

Getting such consent, would require a substantial outlay of tax money from the Feds to the States.

In short -- unless your last name is Bush, you may as well forgetabout it!
