Interrogatories are intended to obtain written answers to statistical questions about the other party and their claims and/or defenses in the case. The request is served only on the other party -- not on the court, but may be later filed as evidence, in a subsequent motion, or offered as evidence at trial.

A motion for clarification is intended to cause the court to issue an order explaining the rights and duties of the parties, not to obtain answers to questions. A motion is usually accompanied by a statement of facts and a memo of points and authorities, that applies the law to the facts and offers a proposed conclusion. The court then rules and issues an order.
