Parental rights?

Hi everyone, I'm not sure if I'm posting this in the right place, I'm new to this.

I was wondering if anyone knows if you can have parental rights taken away if there has been a few years of no contact by the birth father by choice? He has had chances and has never seen the child by choice, has never paid a dime and actually refuses contact. Does anyone know? Thanks in advance.
