Day care choice

Anyone else have experience similar to this? My daughter is in a language preschool because her mother and grandmother wants her to learn their native language.
Does anyone think at the cs hearing I would be made to pay for part of this? I was not consulted at all on the decision and it is for her to learn their language? The preschool is taught completly in Russian, no english spoken. I am worried my daughter will not be prepared for elementary school if she is being taught only in Russian.
