If you can afford it, I'd have your attorney send them a letter. My experience with state agencies is that an individual has a huge amount of trouble getting the time of day while an attorney gets their attention right away.

You might also ask one of the contacts at the school district to go to bat for you through other channels. There's a good chance that someone at the school knows a legislator who can clean it up for you.
