42 USC 1983 Proof rep. of govt. made knowingly false statements to the court

I have recently obtained proof (new evidence) representatives of the government made knowingly false statements to the court to attempt to justify seizing my child and to obtain Order for custody after the seizure.
Egregious constitutional violations occurred.  I'm interested in a 42 USC 1983 federal lawsuit in this matter to be filed on contingency basis.

Often State Bar lawyer referral is not helpful in these matters.

1.   I am guessing a Civil Rights/Constitutional lawyer would be best suited for this case, correct?

2.   What is best way to locate an attorney for such a matter?

Find the nearest law school and talk to the Constitutional Law professor.
