1. Can a spanking administered by a non-parent (ie boyfriend, friend of parent) that is bare bottom be considered assault and/or abuse?


CP's "friend" has spanked the three children (3 -boy, 6 - girl , and 9 - boy) bare bottomed on many occasions and NCP sees this as unacceptable.

It can. You need to take the child to the doctor or the ER and then call the police (actually they will call). If there's no physical evidence of injury, then you're gonna have trouble proving it.

Call County Child Protective Services and ask them to investigate. That may stop the activity.

This also qualifies as a civil tort suit, but you're not gonna be able to prove it without outside help from law enforcement officials.
