My fiance recieved a summons to court for back child support of $3900.

He went, paid in full, and was told it would probably be thrown out.

He asked for visitation (the mother has always been adament about him never seeing her) and was proptly given at the next hearing a diversion dismissal, stating that he could avoid jail time by accepting 5 years probation, status of the class D Felon, random drug tests, warrantless searches, etc.  He didn't sign.

The mother is the asst. jailer, her brother is the jailer and both know the prosecuter really well.  Our lawyer tried (or said he would try) to switch prosecutors, but couldn't (or didn't).  Everything's been done behind closed doors.

1.  Now he is facing jury trial in this small town and facing 1 - 5 years.  He is also under a $10,000 unsecured bond.  Why the bond?

2.  Are there any organizations that can maybe investigate into this little town and the way it's handled our case?

We live in Richmond, KY...he is being tried in the mother's hometown of Hardinsburg, KY.

KY law probably permits prosecution for the crime, and therefore, the bond. The DA apparently figures that it's an easy winner. I don't know the exact facts of your case sufficient to try to find a hole that might get you to a not-guilty verdict, or something to use to try to reduce the length of the diversion program, like maybe, if all payments are timely for the next 6-12 months, then all charges will be dismissed with prejudice (no future prosecution).

Well, there's the FBI and the ACLU, and you could complain to the KY Attorney General's office.
