Am I right in believing that her admitting in the letter that she saw the buckle earlier and even when she 'found out' that it was illegal made no attempt to contact us concerning such  is against her?

I can't discuss potential criminal liability in an open forum. But, based on what you've posted, I advise that you refuse to discuss the belt or any of the surrounding circumstances with anyone, and that you advise your children to do similarly.
